Fast startup is a new feature in Windows 8 that helps your computer start faster. Fast startup saves your systems info to a file upon shutdown, and uses that file to restart Windows so it loads faster.
Use the following steps to enable or disable fast startup.
Press the Windows ( ) key + C , or swipe in from the right edge of the screen to open your Charms, select Search.
Type Power Options.
Click the Settings tab and select Choose what the power buttons do.
Click on Change settings that are currently unavailable. If you get a prompt for User Account Control, click on Yes.
On the System Settings window, go to Shutdown settings and uncheck the Turn on fast startup option.
Click the Save changes button.
