Scannow is the least intrusive method to try to straighten this out. Try it first before anything else. A full factory reset is probably the most drastic solution at this point --- even more so than the other 3 solutions in that minitool link.

how certain are you that this problem will disappear if I do a factory reset?

The factory reset is arguably the best method to rule in or rule out a hardware issue. I'm about 40% certain it's a hardware issue and about 60% certain it's a software annoyance. If it was mine, scannow doesn't take too long to try so that's what I'd do first. The other minitool options are also pretty fast so I try those next, A factory reset takes longer and takes the system all the way back to the out-of-the-box pre-setup  state. All subsequent updates, personal data and program/apps will be lost. I'd save the reset till last. But it's not mine. So you have the make the decision. :)

Perhaps you missed or didn't click on this link  posted earlier? Try the 4th suggestion using the scannow command. This is the least intrusive suggestion for trying to disable fast startup so it clears the RAM on shutdown and subsequently turns on normally.

I scanned it and it said there were no errors so unless I missed something.

OK. If scannow didn't work to reveal the fast startup option in ControlPanel power button app after a reboot, then try running the suggested DISM commands. Please shut down the machine before checking the power button app for the fast startup option after trying each suggestion.

Okay I am back so here is what happened:

today I couldn't turn on my laptop so I used the pin mode to reset my laptop and it booted again then I kinda when into panic a bit and decided to factory reset everything and said screw it.

but the problem didn't go away so I am still in the exact same boat.

    (1) How did you do the factory reset?
    (2) Did you turn on System Protection immediately after the reset?!!!! Because any Win10 updates might set you right back to exactly where you started.

Aye!!!!! That is not an ACER OEM Windows factory reset from the hidden ACER OEM partition on the boot drive. You've actually installed a Microsoft generic version of Windows. So yes, you're indeed back where you started. Hopefully you didn't delete or corrupt the OEM hidden reset partition which is accessible by the ALT+F10 cold boot reset method.

Try this. Shut Windows down normally. Then turn the machine back on and IMMEDIATELY press and hold the ALT key while tapping the F10 key. If the hidden OEM partition is still intact, an OEM factory Win10 reset menu should appear to allow you to return the system to a fresh out of the box state. If you're able to do this, you must immediately turn on System Protection so that the errant Win10 update that caused the issue  can be identified and block until a future update addresses the problem.

are you sure this was cause by an update? and if so if there is a huge future update and I install this will this problem "go away" cause I think I already updated windows again after this happened.

It must be the ACER recovery menu screen, not the Microsoft recovery screen. They are not the same.

I guess I am screwed then.

You've got an annoying issue. Not a disabling issue. I think it might go away with a future update. 'Might' is the keyword cuz nothing is 100% certain. You have two choices. Try some of the other suggestions that were in the link posted earlier if you haven't done so already. Or, if the hidden OEM recovery partition has indeed been corrupted or otherwise no longer accessible, a factory OEM reset USB stick might be available from both the US and Canadian ACER online stores that's based on your machine's serial number id (SNID). About $50usd. If it was mine, I'd probably try the suggestions in the link posted earlier.

I am going to try it again later  I would have to read everything carefully cause I think I missed something before.

after I did the scan it said it couldn't find any problems when I scanned it the first time.

Yes, but scannow was only one of at least five other suggestions including the DISM command. When scannow didn't reveal anything, you seemed to want to immediately try an OEM factory reset rather than pursuing the other suggestions.  That would've been OK as the last thing to try but it appears that you re-installed the generic Microsoft Win10 version online (the cloud thing) instead of an ACER OEM Win10 reset version on the hidden boot drive partition.
