For csgo if you have it installed on HDD then disable nvidia shader cache, it solved my stutter problems. GTA 5 also used to stutter, drop fps to 25 from 60 with vsyn enabled, then I turned off shader cache and now it never stutters.

Disable shader cache in NVIDiA settings, this helped me remove the stutter for csgo or install csgo on internal ssd and not on hdd

I have played crysis 3, witcher 3, doom on all ultra settings and have got fps similar to all other laptops with gtx 1060 6gb in them, I have the same model g3-571, also have seen the GPU stay at 99% utilization with demanding games like witcher 3.

Disable UAC, if that causes the problem, it is completely useless and should be disabled anyway. Coming to geforce experience, another useless bloatware type of software, better to uninstall this too.
