If it is still not working..

Kindly follow the details from the link given below.  It will show you how to perform a hard reset.

    https://community.acer.com/en/kb/articles/496-reinstall-powerwash-the-chrome-os

Once the hard reset is completed try to check whether it is working fine by connecting to wireless.   If it is not connecting to a wifi at your home please try to connect to a wifi in a different place or try to go to a hot spot and try to connect to a different wifi and check.

    Connect all the cables.

    Turn on chromebook

Now check whether the USB-C  is working fine

Try to bypass the surge protector and check.

Tried to connect the chrome book directly to power outlet and check

Tried to connect the chrome book in a differrent room on a different power outlet and check.

The right side USB is on a daughter card that connects to the motherboard via two cables. If you are out of warranty it would be worthwhile to open it up and inspect those, and the daughter card itself. If a cable has pulled slightly loose you could get that type of symptom, or if you have zapped the port it might show a burned spot on the card. It's a little tricky to get things apart, you remove the screws from the bottom (13 of them, four at an angle), flip it over, detach the top from the bottom with something like an old credit card to pry with, then slide the top up slightly with the laptop full opened flat. Then you can turn the top upside down, carefully, the disconnect the battery, touchpad, keyboard backlight and keyboard cables.
