Please don't try to set Legacy mode or you risk losing everything on or irreparably corrupting the HDD (or SSD). So I must now ask if you ever tried boot the USB Win10 installation pendrive when the BIOS was set to Legacy mode? Jack E/NJ
Yeah.... although it doesn’t look like any damage was done to it more than what was done before. Everything turned out the exact same even after I had legacy on. I turned it off and did your steps and I still got the same results from before I had legacy turned on so I don’t think anything happend.

i booted from the USB in legacy mode once and it loaded in normally except it did the spinning windows logo thing for a few seconds then loaded into the pen drive in like 480p resolution

With secure boot disabled and only the HDD connected, try to boot to the USB drive again. Press Shift+F10 again to enter the elevated X prompt. Fire up diskpart again. Then see if the following two diskpart commands work this time around. Jack E/NJ

    Select Disk 0
    Attributes disk clear readonly

I tried that yesterday knowing you’d tell me to do it. I did that and also reformatted both volumes and did the disk clear and it said the same thing as before. Failed to clear

Go to this link to download the Win10 version 1511 iso. Then use Rufus to create a bootable USB stick from the iso. Boot to the 1511 installation menu. Press shift+F10 again. Then see if these two v1511 diskpart commands do the job.

    Select Disk 0
    Attributes disk clear readonly
