    I log in to http://watchtv.cox.com - through Cable provider Cox. They are coming out Sunday to check on things. But the desktop I use I tested on WiFi and there isn't the choppy issues. The Desktop is a Dell 3000, Win 7, i7 3.6GHz, 16G DDR3 Ram. That's why I thought it might be a performance issue. 

    For shows/movies I will stream from Amazon Prime, Kanopy, or PBS.org - no issue with that. Sometimes buffering on the laptop, but that's separate. 
    Also experimented live TV with the laptop same distance as the desktop from the router, still had the issue.

    Have not tested plugging in the laptop directly to the router via Cat5 cable. Could experiment with that, would need to find adapter to USB.

    Completed. Video quality is pretty poor, and doesn't seem to change things much.

    What I did find was this-  "It's widevine and pepperflash. I was able to disable them in old chrome and had no issues. New chrome and new browsers are changing over because of adobe is closing their doors 2020. It all has to deal with vp9, the codec that the players use."

    I deleted Chrome, tried out Edge, and it seemed to help. 

    However I noticed that as the SSD free space gets smaller (whopping 32G total), quality goes down the drain. I think what I'm fighting with here is too small of an SSD, and no way to change it. I'm using an SD card but can't put the most important things on it. Last ditch effort might be to reinstall windows, but don't know if that is worth it.

    "Completed" what? Do you mean setting the display to 1280x760p  didn't  change much? Jack E/NJ

    Oh Completed - meaning I tried that thank you. The result was Video quality is pretty poor, and doesn't seem to change things much.

    Open ControlPanel again. Search 'power plan'. Click 'edit power plan' in left pane. What power plan is listed? Jack E/NJ

    I have both power plans listed now since I added the High Performance. So Balance and High Performance.

    Yes, but you have to choose only one to be active. Both can't be active at the same time. Jack E/NJ

    Unfortunately I need to save the eMMC space. Downloading Firefox will chew into the 6G free I have left and cause the issue more.

    No it won't. Edge can be removed. Try IExplorer if it's already installed. There's a lot of Windows fat on that machine that you're probably never going to use. Jack E/NJ
