Wifi inhabilitado mac 0200000 iconia one 10

Despues de una actualizacion el wifi dice inhabilitado tambien el bluetoo la reinicie de fabrica y sigue igual, me marca una mac 0200000 en pocas palabras no se conecta al internet espero me ayuden

    En el primer punto menciona que consiga una una plicacion parabver el archivo raiz pero no se como decargarlo sin wifi 
    En el segundo menciona que debo modificar un archivo y anotar mi direccion de wifi pero no se donde buscarla espero me ayuden

    Checando en la tablet veo que la aplicacion  android system webview tiene la version 0.0.0.1 y esta inactiva, en mi telefono esa misma aplicacion tiene una version es mucho mas avanzada y esta activa
