Yes, low cpu usage is normal but if you are getting low GPU usage then you will get very low fps. You can fix this by optimizating your GPU settings.
You need to follow these steps:-
    1) Open up the NVIDIA Control Panel and select “Manage 3D Settings,” then look for then set-
    • Low Latency Mode – Ultra
    • Power Management Mode – Prefer maximum performance
    • Texture filtering – Quality :– High Performance
    • Pre-rendered Frames – Set 1
    • Max Frame rate - Off
    • Shader cache - On
    • Ambient occlusion - should be turned ON and selected to Performance
    • DSR-Factors - Off
    • Threaded optimization - Auto
    • Vertical sync - Off
    • Multi-Frame Sampled AA - Off
    • Antialiasing Gamma correction - On
    Now apply and exit

    2) Turn off link state power management
    • Open your advanced power plan settings
    • Scroll down and expand PCI Express and Link State Power Management
    • Turn off link state power management off under plugged in(as you see in screenshot)
    • Apply and ok

@GAMING6698 I'm not getting low cpu usage I'm getting high cpu usage like 99% 100% when ingame and gpu is at 6% and shiz my friend who has a omen laptop with the same cpu gets 20% cpu usage. My cpu usage is always maxed out when in game

@GAMING6698 low latency if I put to ultra people say if u have bad cpu u get fps drops and there is nvidia reflex in game so will the low latency in the driver clash with nvidia reflex in game ?

dude i literally had the same issue. And I have the exact same model. I am pretty sure you have thermal throttling in your CPU, getting the vents cleaned brought my temperatures down and stopped thermal throttling. You might want to install Throttle Stop and disable Intel Power Boost. That will maximize your CPU clock speed down to 2.4GHz hence lowering temperatures.

this is classic example of CPU bottlenecking. Your CPU is getting too hot causing it to lower its power(thermal throttling). CPU and GPU go hand in hand. A slow CPU will not allow the GPU to work to its full potential. Lowering temperatures will solve all the issues.

Even after undervolting you are getting high temperatures, then the only explanation is blocked cooling vents. Run your fans at max and put your hand at the vent at the back of the laptop(the place where the hot air is supposed to be expelled by the fans). Most probabaly you wont feel any air coming out. This is because dust has accumulated into gunk and is blocking the air vents. Do this simple test and let me know. When I had this issue only a few days back @GAMING6698 helped me out. And I have the same exact model. So trust me on this one

Bro I bought this laptop just 5 months ago and when I put my hand behind the vent there is a lot of airflow even the side I even use a cooling pad which is connected to two USB port for maximum speed of the fans and coolboost is turned on for laptop fans and set to max
