Aspire V5 -571P - MS2361 - Is technical support not available in New Zealand?

I tried to contact technical support thru chat and email but to no avail. Chat is offline and through an email, I can't modify the field for "country" thus not allowing me to submit the email. Please, can someone help answer some of my queries?
Laptop: Aspire V5 -571P Model #: MS2361
There's no blue light that indicates that the laptop is power on when the charger is plug-in. The laptop works fine when the battery is attached.
What are the probable causes of the problem and how much would it cost to fix?
I plan on additional features and need some advice for the following (labor and materials cost):
- How much and what memory stick I can use to increase the RAM to 8GB on the existing motherboard?
- How much and what would be a compatible new motherboard with a 16 GB RAM?
