my friend gets better performance on a worse setup i think please help

so my friend has a pc with a 4gb amd rx 580 graphics card and a intel i5-8400 6 core cpu with 8gb ddr4 and i have the acer predator helios 300 with a gtx 1060 6gb and a intel i7 8750 u and 16 gb ram
how does he get better performance in game then me?

Acer Predator - DX 10 - GTA - technically these are bad parameters to compare.
Let me give you a better perspective - his laptop is better optimized than yours, and this could be more than just one factor, along with the settings in games.
1. Disable all unwanted services - like search, superfetch, etc.
2. Disabling "fast startup" option under power settings.
3. Turn on vsync in game, and set FPS to the max Hz permitted by your screen. On a 60 Hz, any FPS over 60 on puts load on CPU/GPU but makes no difference visually.
4. Use ThrottleStop/MSI afterburner and such to help run your laptop cooler; this in turn helps increase performance.
5. In the game graphics, disable the settings that put more load on CPU/GPU compared to the aesthetics they add. One such thing is long distance shadows. Another is motion blur for me.
Try these out and let us know your findings on your rig.
Instead of creating a new thread, try the above and post your findings here. Based on that people here can help you troubleshoot. Creating multiple threads simple makes people lose context.

U need to undervolt you CPU via Throttlestop.
Optimize your Windows
Optimize game graphic settings
Lifting the notebook a little from the table, or better use cooling pad
you will get 20 degrees decrease in temperatures and no thermal throttling

Use Ctrl-F when MSI is open to bring up the curve editor. And don't forget to save the profile after making changed to curve.
