My V3-572 is not turning on fully, the blue light comes on but not the screen. HELP!!!

Hi everyone,
Just bought this laptop. When I press the power button, the blue light comes on but not the screen. I'm able to charge my phone but that's it. I have to turn the laptop on and off several times before the screen comes on.
Can someone please help?

You should return it for exchange or refund.No sense starting with a new laptop that's not right.
