Does this sometimes happen whether or not the charger is plugged in?

Are you still within the warranty period? If not, and this is more than a nuisance for you, I'd remove the top cover to access the power switch board and ribbon cable. Then re-seat the board and ribbon connections. The board part no. LS-7912P if re-seating doesn't solve the problem. http://www.pchub.com/uph/laptop/78-124587-31813/Acer-Aspire-E1-571-Series-Switch-Board.html

I have had issues ordering from PCHUB taking forever for the parts to arrive. I usually use Impact they are inside the states and have it in stock.

OK. But first try re-seating the board and connectors. That may be all you need to do.

there isnt any problem on battery , you talk about re-setting , i didnt understand how to do it , if you are talking about connection problem than , i dont think so cause it run smoothly after turned on with and without battery

Are you sure that problem is from power cable issue?

No, not the power cable. We're taling about a thin ribbon cable that comes off of a board that the on-off button switch is soldered to. This ribbon connects to the motherboard. Check the image of this board on the PCHub site above to see what it should look like.

I believe the replacement board and ribbon come as a unit that simply insert into the motherboard. You must remove the keyboard and back cover to access. The cost for the new unit is indicated on the websites above.
