Unable to scroll, menu start, select drop downs

Ok i am usually petty decent at fixing my own computer issues. Running a simple Google search under my terms pulls up too any random items.

 

I just bought this Acer Aspire V5-552p-x440

 

Installed with Widows 8, worked fine for a week, i upgraded to Widows 8.1 Again fine for two days.

 

I then log on to my laptop and normally pressing enter will move the lock screen so i can enter my password. Now i have to push ctrl+shift.

 

When i go to my start menu i am unable to scroll horizonally i can drag the scroll bar yet when i realise it bounces back to the very right side.

 

When using the windows search function i am unable to scroll through the results.

Many Windows explorer screens i am unable to scoll down without it bouncing back.

I an unable to select drop down menus.

Ok when this first started i downloaed the mouse and touchpad drivers from Acer and updated them. -Nope

I went into and modified the mouse options. -Nope

I did a WIndows refresh. - Nope

 

I then completely reinstalled WIndows 8- Nope.

 

There has to be something super obvious but i am just not finding my answer.

    What method did you use to return your OS to Win8 instead of W8.1 ?

     

    I open a run box and type shutdown /r /o

     

    When the computer reboots you are in the advanced boot menu where you can select to have the OS wiped back to factory defaults.  If your computer was reset to factory defaults then you should be back to day 1 of when you got it and everything should work as intended ?

    When i refreshed the laptop i went through settings, then refresh. When it restarted it was back to Windows 8. Since that did not work  again I went to settings, and used the recoovery tool to wipe and reinstall Windows.

     

    I also restarted into safe mode and it's still bouncing around and not able to selectr drop down menus.

    Can you please go into the control panel > Device Manager > Mice & other pointing devices > (right click) Properties > Details ? Hardware ID

     

    and provide the information in there ? I am looking for the VID & PID numbers which will declare what hardware is inside your machine so we can make sure you have the correct drivers installed.

    I am unable to. Relating to the scrolling issue. I can open device manger, open properties for my touchpad and mouse, when i click on details its a drop down menu for hardware id. I can click on it but it zooms back to Device description.

    Could a button be stuck on my keyboard?

    I did another fresh install of Windows 8 and again scroll bars have a mind of their own, drop down menus too. Any idea?

    Ok i figured out if i hold down Ctrl i am able to stop the scrolling.
