CPU maxes out at 0.2 GHz in Windows 11 only with my Acer A515-56 laptop

Hi, I'm having a problem with my Acer A515-56 laptop. The issue is that when it boots in to Windows, the CPU speed reduces from it's full speed down to 0.2 GHz making the system unusable. (My Windows 98/DOS box is quicker than this system!)
However, the CPU is running at 100% in the BIOS as it's reporting 3.0 GHz and the fan is running at full speed.

So, how can I fix this very annoying problem?

CPU: 11th Gen Intel Core i3-1115G4
BIOS: V 1.36

When it's doing this, I find that the battery won't engage with I pull out the power plug while the system is powered up.

The most important thing to know that when it was running at full speed, I've managed to get HWInfo64 running to check the thermals, and the CPU is only running at 34C so it's not overheating and throttling down to prevent damage.

    Hi, this model is from 2020 and if the battery was not replaced it may be depleted after 5 years. Run a battery report, paste this in the command prompt: powercfg /batteryreport and open the report with your Edge browser, press Ctrl + P or right click and select "Print to Microsoft PDF", attach the report to your reply, type @Puraw or use "Quote" when you reply so I will get an alert Are you running Windows11 24H2?

    I'm trying this approach. It seems like a like a BD PROCHOT throttling problem since the CPU was at 34c and the TJMAX is 95c. I cleared that checkbox and the system switched back to full speed instantly.

    My concern here is, since the system sometimes runs all day and what if the CPU hits 95c, will doing that prevent the system from slowing down to prevent damage?

    Is this mostly a driver issue or hardware? Should I try reinstalling Windows?

    Sorry, I was thinking of my Ryzen 5600x. I'm not sure what the TJ Max is for this chip.

    After trying the ThrottleStop method, I've deleted the program, shutdown the system, pulled the AC plug, waited a few minutes, powered up, reset the BIOS, rebooted and now the system slowed right down to a Pentium 200 MHz. LOL!.

    I'm trying to backup the data off the drive to go "nuclear" and do a fresh reinstallation of Windows but the system is so slow, it won't even start up Windows 11.

    If I can only get it to boot in to Safe Mode to bypass the drivers from being loaded.

    The battery is not working and shows that it was installed last year or you reinstalled Windows last year. This means the system power is throttled trying to preserve energy. Replace the battery: Acer Aspire 5 A515-56 battery,high-grade replacement Acer Aspire 5 A515-56 laptop battery from Malaysia(48Wh,3 cells)
