CPU maxes out at 0.2 GHz in Windows 11 only with my Acer A515-56 laptop

Hi, I'm having a problem with my Acer A515-56 laptop. The issue is that when it boots in to Windows, the CPU speed reduces from it's full speed down to 0.2 GHz making the system unusable. (My Windows 98/DOS box is quicker than this system!)
However, the CPU is running at 100% in the BIOS as it's reporting 3.0 GHz and the fan is running at full speed.

So, how can I fix this very annoying problem?

CPU: 11th Gen Intel Core i3-1115G4
BIOS: V 1.36

When it's doing this, I find that the battery won't engage with I pull out the power plug while the system is powered up.

The most important thing to know that when it was running at full speed, I've managed to get HWInfo64 running to check the thermals, and the CPU is only running at 34C so it's not overheating and throttling down to prevent damage.
