The spinning dots tells us Windows has started to load. It might be something as simple as corrupted files on the drive which are trying to be repaired by a check disk (in which case the proper thing to do is let it sit it that screen overnight so it can complete). Worst case, assuming the drive hasn't failed, is an OS reinstall.
