Wondering... if still a issue, assuming you've checked settings to confirm On ? Noticed a few other settings on this page which may be something else to look into.

    Settings >> Devices >> Touchpad
     [] Touchpad = On
     [] Leave Touchpad on:

[] check if a mouse is in use

[] if no mouse, doubt that uncheck will make a diff (worth a try tho)
[] if there was a mouse and it's no longer in use, review the mouse settings (left nav), if any residual there, clean
           that up

    Settings >> System >> Tablet
[] Review settings here and the "Change additional tablet settings" page, set these according to the mode you use.
From all that you have said, it seems that Tablet mode isn't in use. For myself, some time ago, somehow Tablet
mode was set, it caused issues that I don't have a clear recollection of today, but sounds a lot like what you've
         described.

    Misc
[] Does "on-screen" touchpad work: on-screen touchpad -- on-screen keyboard?  not a solution but may flush
         unknowns
[] Does the stylus work correctly?  Off topic from Touchpad, but like on screen touchpad and keyboard, adds
        additional info to help tshoot.
[] If multi display, possibility that others do respond to touchpad (turn them on to be sure....)
[] Sounds like you've already used Acer's Updates page, if not, see if there are any updates there that you haven't tried
     [] Google, Google, Google.....

    hopefully something here helps....
