    Most new mainboards won't run without a functional battery pack or a functional charger. You can try it. Not a good idea though. It might not work anyway since we don't even know if the charger is OK without a multi-meter to check it's output voltage at the plug. Could be as simple as a broken wire in the charger cables or plug itself.  Multimeters are cheap less than $10. Or maybe you could borrow one from a friend. Very hard to troubleshoot problems like this without basic electrical tools.
