@AayushGoel1230 it is also having thermal throttling. Try to clean the fans and heatsink, and replace the thermal paste while you are inside it.

Thank you and have a nice day!

A valid CPU stress test must start with a fully-charged battery + charger plugged in. It can't be done with battery alone or charger alone. They must work together for CPU to reach max power.

@jackE but look at the test without battery, trust me please even if I had it fully charged with charger in it would have given same result, other than that don't you think there s some issue with battery? I will post the stress test ss tomorrow but i know it won't have any difference

We already discussed the battery issue earlier. I agreed with you on this possibility. It has lost nearly 40% of it's original 48Whr design capacity. This also suggests that the battery's rate of energy delivery --- aka power output --- may also be reduced  Both its reduced capacity and power output can certainly reduce playing times and increase throttling behavior even before it drains to the 50% level.

But let's assume it might be overheating too like AnhEZ28 suggests. What temperatures are you seeing?

It was thermal throttling after my cpu reached 85 that was after stressing my laptop for almost an hour, otherwise it mostly is below 80,guys I really think we are deviating from the main cause here,I dont know a single single acer aspire 7 that doesn't thermal throttle but i have never seen a acer aspire 7 current or power throttling

@jackE my problem is now solved,it was actually issue in my charger,it was actually tripping again and again,They changed the whole cord(from adapter to pin) which costed me around 1200rs/15 dollars/20 cad and that is it,no lights blinking,My cpu was boosting upto max clock speed upto  3.2 hz(max is around 4.1ghz) , engineer explained that due to my battery wear level it is not able to provide enought current to cpu and hence max clock speed is little less.i insisted on changing the battery but he said it would come to its present state after an year.what do you think jack?

It's possible that the battery might recover a little capacity in a few weeks if the charger was faulty. Maybe go back to 33wHr. But a year from now, it will probably lose about 10% ---- less than 30WHr. This is normally expected battery capacity wear even if it's sitting on a shelf doing nothing.

Congratulations. Thanks for reporting back. Amazing what a good power supply and battery will do. :)
