CPU not turbo boosting aspire 7

 my CPU boost upto 3.9 sometimes while I am browsing but whenever whenever!!! I start gaming or benchmarking it always stays below base speed
Even stress test/bench test it stays at base speed at 100 percent utilisation (using cpu z)
I don't know what to do!pls help 
PS I have tried everything nothing works power plan bios everything
I am suspecting it to be power issue(charger/battery) 
Model- acer aspire 7 
Even in xtu,it shows current EDP limit throttling might have some to do with this.

    (1) Search 'cmd' in Windows start menu.
    (2) Right click command prompt near top of menu.
    (3) Click run as administrator.
    (4) Enter 'powercfg /batteryreport' at command prompt.
    (5) Then return to the desktop. Open file explorer.
    (6) Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser.
    (7) Post screenshot of the first part of the report if possible that compares design full charge capacity with its remaining full charge capacity.

    Yes. It matters because I'm agreeing with your initial suspicions expressed in your first post are correct.

    It matters because it ultimately determines how long or even if  you can play power-demanding games or apps. At those times, both the charger and the battery must work together in tandem to meet the power demands. Accordingly, the battery is adding power to assist the charger's output power.  The battery  is draining and not being charged even though plugged in.

    If heavy gaming continues, the battery charge level eventually drops below about 50%. When that happens battery charging automatically takes precedent over CPU/GPU power demands. Throttling behavior will become apparent as the battery is now being charged and no longer can add power to continue game playing till it is once again fully charged. So it's important to start with a fully charged battery and plugged in BEFORE starting heavy gaming loads.

    However, in your case, the battery has lost nearly 40% of it's original 48Whr design capacity. This also suggests that the battery's rate of energy delivery --- aka power output --- may also be reduced  Both its reduced capacity and power output can certainly reduce playing times and increase throttling behavior even before it drains to the 50% level.

    The solutions may be a fresh battery and preferrably a higher power output charger.

    Yes, I understand. Check your laptop's jack port to make sure the center pin contact is straight and the slider contacts on the sides are visible. The  pin must be centered straight and sliders visible to make good contact with the charger plug's center hole and outer barrel.

    A huge affect on gaming performance like for say I used to get 100 - 120 fps when I used to play valorant but now my fps don't even get above 50 and it's horrible and I can definitely say something is wrong with my laptop

    Thanks for the reply jack one last question in Intel xtu it's shows current EDP limit yes (100 percent means it's happening all the time)why is this happening and any Sol?
    Edit- I don't know how I forgot to mention but at times my blue and orange light both start blinking (at this point battery isn't charging and o have to remove the pin and insert it again)since you confirmed my suspicion pls lemme know what is your take on this.

    If you're not trying to mess with the clock rate, I'd hafta guess that both observations suggest that charger+battery power output is less than the CPU/GPU power demand.under load. Do you have the 135watt charger? If you have a multimeter, you might want to check that output voltage is at least 19voc DC

    Ok jack can you guide me through how I can check my output voltage with multimeter since I am new to this.
    Edit - yes mine is a 135 w charger

    @AayushGoel1230 wear a glove or a shoe/sandal to prevent any potential electrical shock. Turn the multimeter knob to 20V or higher measurement in the DC Volt section ( a line and a dashed line). Then carefully touch the black lead to the outer metal shell and the red one in the inner middle pin.

    @jackE hey I don't know if this is relevant or not but the issue with orange and blue light tends to reduce when I plug in the charger pin with little gap with the port( I don't know if you are getting what I am trying to say) 


    Plus with the output voltage reading I might tell you those in next 2 days since I ordered a multimeter.

    @jackE just checked out the output voltage and it came out to be 19.5v which is normal I think?

    Yes. Voltage is fine. Now make sure the laptop jack pin contact is straight & centered. and the slider contacts are visible that push up against the charger plug barrel.,

    About the port, I think it is just fine but I asked a friend(with the same laptop) and it turns out that his port is alot stronger than mine.My pin comes out easily.

    Do you mean the 'plug' --- not the 'pin' --- comes out easily. This is a common problem as there are slight variations in the charger plug's center hole contact which sometimes cause poor contact with the laptop jack's center pin. The plug hole might be too big. You might be able to collapse the plug hole a little on the end which a suitable sharp tool so that it makes better contact with the jack pin.

    @JackE Even so I don't think that's what causing the issue,now with another charger with a slighter bigger pin (male;of my friends) he stated that there was no such issue as stated above,now what do you suggest jack(keep in mind my laptop is getting current EDP limit throttling even on battery; which is bugging me out).

    This suggests a problem with either the charger plug or the laptop jack or both.  You will see throttling behavior on battery if the charger plug or laptop jack are not working properly.

    AYE!!! NO!!! You don't want to do this!!!! The charger plug does not have a pin!!! It has an outer barrel (this is NOT a pin) and an inner central hollow hole connector. The pin is inside the laptop jack. See images below. The problem may be that the center pin in the laptop jack does  not  fit the center hole in the charger plug very well. Please don't try to fit a bigger barrel charger plug into the laptop jack.

    I ran a stress test (on battery) and my cpu was getting power and current throttled almost 100 percent. 
    i have attached a ss, let me know if you think something is off(about package tdp ,voltage).and pls do tell what do finally conclude.
    even on charging my laptop wasnt boosting above base speed in stress test and was getting power and current throttled,its so frustating i cant even play anything, i dont even turn my laptop on these days. @JackE

    @JackE ok ok ok omg! so like i mentioned in my previous comment on how i was so frustated about my cpu not working well,so.... i opened my laptop (i know i am going beyond my level of expertise) and removed the battery and tried to run some test!and u know what my cpu boosted upto 2.9 ghz suprisingly while i boosted upto only the base speed on charging

    you are right jack, something is definitely wrong with my battery,i have attached a screenshot of a stress test that is without battery but with charging on
    you may also notice that current edp limit is also reduced and cpu utilization is not stuck and is up to 100 percent 

    ALSO PACKAGE TDP IS 28 W WHICH IS AS IT SHOULD BE !
