r13 chromebook boot loop blinking blue lights

hi i followed the online instructions to reinstall the chrome os - it didnt work and went back to the same page requesting os need to be installed asi it had never been done although it said it was successful and to remove usb. tried a second time and now the screen keeps flashing like its trying to boot/turn on but it cant, the 2 blue lights keep flashing and i cant even turn it off, any help please?

    Have a look at this Acer guide of how to "Reinstall (Powerwash) the Chrome OS" and do the same, as this resets the OS and you don't need to reinstall it. By what you have described the OS is still there and you will have this option to reinstall powerwash your Chrome OS. 

    Use the following steps to restore the Chrome OS:

    1. Turn off your Chromebook.
    2. Press and hold the Esc key and refresh (F3) key and then press the power button to turn on the Chromebook.
    3. The Chromebook will boot to Developer Mode. Press Ctrl + D to turn off OS verification.
    4. When prompted to turn OS verification off, press Enter and the Chromebook will restart.
    5. At the OS verification is OFF screen, do not press the spacebar. The recovery process will start automatically after approximately 15 seconds.
    6. The restore process takes about 5 minutes. A progress bar appears at the top of the screen.
    7. The Chromebook restarts and prompts to re-enable verification. Press the spacebar.
    8. Press Enter to confirm that you wish to turn OS verification on.
    9. OS verification is back on and Chromebook reboots automatically.
    10. The "Welcome!" screen will be displayed and you can complete the on screen instructions.

    Your Chromebook is now set to factory default settings.

    stevengen, it kind worked but not fully, i pressed the esc refresh and  it stopped the screen flashing and it went to the please insert a recovery stick screen, pressed the ctl + D it went to the developer mode as you said then pressed enter it then started the screen flashing again as if it was trying to boot "over and over" it was going back and white too quick for me to see what was maybe trying to being displayed or what it was saying on the screen (if anything). Do you know what i maybe doing wrong as could only get to number 4? thank you in advance for helping me.

    Ok inbetween the screen flashing black and white i can just ablout figure out it says "your system is applying a critical update do not turn off"  but how long do I leave it flashing like a strobe light for?

    @coxy112 are you still in warranty? Which model R13 Chromebook do you have? One potential problem you might be seeing would be a failed drive, the recovery process is trying to update stuff on the drive, it fails due to the drive issues, so it retries Over and over again... :( If you are in warranty, go ahead and let Acer figure it out.
