If it was mine, here's what I'd do before arranging for a warranty repair. I'd first make a backup cuz this should be done anyway before shipping it off for warranty repair. Then try a factory reset while trying to save my personal data to see if that helps speed things up. If not, then I'd try a full bore erase everything factory reset. If still slow, then ship it off under warranty

Factory reset has been tried - no difference in performance.
How do I complete a 'full bore erase reset'?

Start with the machine shut off. Turn it back on and immediately press and hold the ALT key while tapping the F10 key. A screen menu like your earlier reset should appear.

This time choose the erase-everything option preferrably with wifi turned off (FN+F3) thoughout the entire process if possible. This will wipe the disk clean. All your personal files will be deleted. Windows and first time Windows setup should then be re-installed exactly like it was when released from the factory.

If possible keep the wifi off until the setup is complete. You might get error messages to turn wifi on but try to skip or delay those steps. The reason being that setup often defaults to SystemProtection disabled. Disabled means that any updates that might cause problems can't be easily reversed. We'd like to avoid that by turning on SystemProtection before wifi is turned back  on.

Tried the full bore reset - took 9 hrs. Has made no difference at all - still painfully slow to do even a basic task and C disk at 100% right from start up. No option but to send back under warranty. Just hope/trust Acer don't try and claim it's not covered.
  • Is there any antivirus installed?

I use CrystalDIskMark to measure disk performance. Bottom line: SOMETHING is consuming all of the HDD resources. It could be an app or a service. Task Manager can show some but SERVICES.MSC will show all. Note only RUNNING services. Tracing each will be tedious but necessary. See also MSCONFIG. Try booting in SAFE mode. Is anything different ? BTW Have you seen this ?
ps a SSD is much faster than a HDD but changes a 2 minute boot to seconds. 19 minutes means something else is going on. Get one that includes cloning software, & create a recovery drive on 16GB microSD before cloning.

System protection is turned on. I've tried all the fixes/advice posted (thx all) and it may have improved a little. HDD is now not always at 100%. It is going up and down a lot, but still maxing out at 100% quite regularly. Web browsing is quicker. Going to see how it goes over the weekend, as have had a few false dawns in the past where it seemed to get better and then just went back to mega slow.
