My Acer E5-772G Processor speed stuck at 0.48 GHz

Hello, so for the past 3 years I've been using this device for graphics design, playing games and editing videos without any lags. But from 2 week ago suddenly my pc got so slow that even I couldn't watch youtube videos without lagging.I have a Acer Aspire E4-772G Laptop the config are below:

OS: Windows 10 Enterprise 64-bit
System Model: Aspire E5-772G
BIOS: InsydeH2O Version 05.05.01V1.09 (type: BIOS)
Processor: Intel(R) Core(TM) i7-5500U CPU @ 2.40GHz (4 CPUs), ~2.4GHz
Memory: 16GB RAM
Integrated Graphic Card: Intel(R) HD Graphics 5500
Dedicated Graphic Card: NVIDIA Geforce 940M

I asked someone about this he said it could be a problem of HDD, he suggested me to switch to SDD so I did. But the problem didn't go. I reinstalled windows on the SSD for a clean boot but nothing changes.Then I check task manager and it says that my cpu speed is 0.48 Ghz even when I use illustrator or other apps it's just capped to 0.48 Ghz. I've been struggling to find a solution but I think something happened with the hardware.

Please help me on this issue, I'm a freelancer this laptop is my only way to work.
