    Seems likely. If you have a multimeter, please check output voltage between black & red terminals on the extreme ends of its connector. Should be about 11volts DC. Jack E/NJ

    The battery pack has fully discharged. Either the battery pack or the charger isn't working.  Or only intermittently working. Possibly the charger's wires or plug are defective or broken. Measure charger's plug output voltage between outer ring and center contact. Does voltage change when you manipulate wires or wall plug? Jack E/NJ

    Today received new LCD video ribbon cable and replaced the old cable with the brand new one. The LCD issue is still here, no any change.

    Open Device Manager. Click monitors folder. Right click and uninstall all monitor drivers that your find in this folder. Exit Device Manager without resintalling any drivers. Shutdown Windows normally. Then turn the machine back on and let Windows automatically re-detect the monitor and re-install fresh copies of it's drivers. Jack E/NJ
