Triton 500 GPU hitting 89 degree's. - Triton 500 PT-515-51

So I've had my Triton 500 PT-515-51 for over a year now. It's the I7 9750H model with the RTX 2070 Max Q. 

I've never had great temps, but I managed with undervolting the CPU and CPU temps were generally fine. My GPU however always hit 87 degree's Celsius. I'd fire up any game and GPU is throttling within a minute. Late last year I had issues with the charging port so sent the device in for repair. 3 months later I finally received my device and the main board was replaced. I had hoped with this replacement that my issue with high GPU temps would be fixed to. So I fire up COD Warzone and keep an eye on the temps and it's gotten worse. My GPU is hitting 89 degree's Celsius at times. Most of the time it's hovering between 86-87 degree's. Optimization or undervolting hasn't changed a thing. So I have a GPU that throttles instantly so you can only imagine the hit on FPS I'm getting. Warzone low settings i can barely hit 60 fps. 

I'm wondering what the temps on similar devices are, along with if during repair the main board is replaced surely they reapplied thermal paste to right? I just struggle to understand why I get such horrible temps from a device that just came back from repair. CPU by the way is at 96 degree's Celsius, pair that with 89 on the GPU and you have one toasty machine. I know these temps are within the limits of both chips but this is cooking all the other components. To manage the CPU now I have to disable turbo in throttlestop to keep the thing calm.
