cpu always at 100 and gpu not even above 10 %
this is classic example of CPU bottlenecking. Your CPU is getting too hot causing it to lower its power(thermal throttling). CPU and GPU go hand in hand. A slow CPU will not allow the GPU to work to its full potential. Lowering temperatures will solve all the issues.

Even after undervolting you are getting high temperatures, then the only explanation is blocked cooling vents. Run your fans at max and put your hand at the vent at the back of the laptop(the place where the hot air is supposed to be expelled by the fans). Most probabaly you wont feel any air coming out. This is because dust has accumulated into gunk and is blocking the air vents. Do this simple test and let me know. When I had this issue only a few days back @GAMING6698 helped me out. And I have the same exact model. So trust me on this one
Bro I bought this laptop just 5 months ago and when I put my hand behind the vent there is a lot of airflow even the side I even use a cooling pad which is connected to two USB port for maximum speed of the fans and coolboost is turned on for laptop fans and set to max
and you are still having 90+ temperatures? This can mean only 2 things, either your thermal paste has to be reapplied and/or there is something faulty in your chip. Contact Acer customer care and schedule a visit by a technician or go to an authorized service centre and make use of your warranty. Have them open it up and reapply the thermal paste. Stock paste can get dry. Mine was and had to be reapplied. Also, have them check the vents just in case.

You might also want to run a few benchmarks such as User Benchmark(for full system) and Unigine Heaven(for graphics). Finally, tell me your intel XTU benchmark score

They weird thing is when I run benchmark like user benchmark the cpu score is about 76% but in game cpu is 100% and gpu is 10% it just doesn't make any sense

Use "thermal grizzly kryonaut" (Recommended for gamers and overclocking users)

so i guess you are comfortable with opening your laptop up and working with it. If not, then go to a 3rd party service centre. Get a new thermal paste. The Thermal Grizzly Kryonaut as suggested by @GAMING6698 is extremely effective and will reduce your temperature by an average of 15 degrees. Also, check your fans and vents! I know you said that you can feel the air coming out, but most probably there is some amount of gunk there. Removing that will definitely help
