Case Fans not spinning

I recently purchased a new f9 PWM case fan from amazon.ca. Today i plugged the fan in and it spins up for around 10 seconds when i powered on my PC, but after that, it stops. Even when my CPU temps are at around 90 degrees Celsius, the fan still does not turn on. I have checked all the connections, i re plugged the fan, and i even downloaded speedfan to control the fan but the fan still does not spin. How can i fix this? In the BIOS, my computer reports that the fan is spinning at 3000 RPM, even though that shouldn't be possible, and the fan still isn't even spinning.

MY COMPUTER IS A TC-330 EB11 WITH A GT 1030 I ADDED.

I fixed the issue. All i did was turn off Smart Fan in my BIOS and then i was able to control my fan via Speedfan.

Does the replacement fan have the same number of pins on the connector as the original? It sounds like the speed control or speed feedback isn't working, and that would happen if the pins were not the same.

Just wanted to add that I also have a TC-330-EB11 but I couldn't get my Arctic F8 PWM fan working at variable speeds. By default, the fan runs on boot and stops soon afterwards. I was able to disable Smart fan control in BIOS, which gets the fan running at full blast all the time. (At least the fan works!) Though SpeedFan doesn't let me control the speed despite the fan showing up.

My guess is that the TC-330 motherboard uses voltage control rather than PWM. I found a couple of forum posts that show lack of support for PWM fans (like this one with the TC-885 and this one with the TC-865), and a help page on Noctua's site about motherboards that have 4-pin fan controllers that use voltage control instead of PWM.

I have similar problem, and I downloaded the SpeedFan software. Just how do you control the speed using the SpeedFan program? In SpeedFan, it seemed that my system fan just doesn't exist even though it is spinning at full speed around 1880 RPM (did it by turning off Smart Fan in BIOS). Tried to configure under SpeedFan, nothing under the Fan section.
