I doubt upgrading back to Win8 or Win7 would do much. You can however try to run the exe in Win7 or Win8 compatibility mode just to see what happens. Uncheck the disable full screen opt so you only change one thing at a time in doing these tests.

Some folks were helped by disabling full screen optimization https://steamcommunity.com/app/359550/discussions/0/1700542332322432408/

You also might try to change the dpi settings as they may be ridiculously higher than they were when you were seeing higher FPS.

Not working, I appreciate your help but nothing seems to be working,
it seems that it's just that we're wasting our own time.

Appreciate the help though, thank you.

I’ve noticed that my GPU usage is the same in windowed screen and in full screen
and I get the same FPS as in fullscreen

What happens when you simply lower the screen resolution either from Windows or changing properties dpi in the exe file? Jack E/NJ

Nothing, but all I know is that GPU is performing the same both on windowed and fullscreen which it actually shouldn't do that.

Same USAGE does that suggest something?

Cause before, always in Windowed my laptop performs with a lower fps

At lower rez, I'd expect FPS could be increased with the same GPU usage. Jack E/NJ

Sadly not, as the system is not taking full advantage of the gpu.

Nonetheless, it’s performing as if it’s on windowed screen mode which dwindles performance

I'd say rainbow, not the hardware or operating system, isn't taking advantage. Your benchmarks proved that. If lower rez or dpi essentially yields the same FPS/%GPU ratio, the game is stuck at that ratio. Accordingly, I suggest reporting this on rainbow's bugpage if you haven't done so already. https://r6fix.ubi.com/   Jack E/NJ

After all, that might be true cause ubisoft is known for breaking their games with new updates, but Fortnite doesn't even try to use the GPU as much as it used to.

Just try to resolve it by focussing on rainbow only. It's possible that its updates may be making changes to the OS files, like DLLs, that are affecting other games that use these same system DLLs as well.  Jack E/NJ
