i recently upgrade my bios to newer version, but i found out that my FPS is dropping down quickly in Games after a while, so i did want to downgrade my BIOS to older version that i have. but when i'm doing this, the error pops up saying that "the version of ROM file is not newer than that of BIOS". so ho can i do such a thing ?

You can't roll back to previous version of BIOS. Downgrading the BIOS is not something people normally do, but there are times when the older BIOS version works better than the newer/current one and you need to downgrade to it while waiting for a newer, more stable BIOS release.

You may try to reset BIOS to default settings and check the FPD drop issue.
    Access the BIOS Setup utility.
Press the F9 key to automatically load the factory default settings.
Confirm the changes by highlighting OK, then press Enter.
To save the changes and exit the BIOS Setup utility, press the F10 key.

If the F9 default doesn't work, you can try the methods in these two posts (just examples). Please take care that you don't brick your laptop. Do at your own risk. Keep the charger plugged in.

sina_darvi, which bios release is causing problems? 1.07? I'm thinking about updating (it fixes pectre vunerability), but am not sure, if it won't mess laptop too much.

I am also on BIOS v1.07 (spectre vulnerability fix patch) since a month now and i havent faced any issue related to BIOS. Everthing seemed similar as it was before the update. I think you can proceed to update to v1.07
