No!!! You aren't trying to boot from an iso on a flash thumbdrive configured with Rufus. You're trying to boot from an external 2.5" MBR HDD. Jack E/NJ

As I told you before I tried to boot WITH the external hdd connected (not FROM). Trying to boot from the o.s. (Windows 10) of the internal ssd.

OK. Then YES, it should boot from the internal HDD with just about anything connected to the USB slot (except maybe a bootable external clone of the internal HDD) as long as it's not a big current drain.  Jack E/NJ

Exactly, that's why the owner of the shop couldn't figure out why the bios was bricked after trying to power on when the hdd was connected with an external hub to not ask too much current from the usb port of the laptop (so he concluded that it wasn't an issue of too much current asked to power on both the laptop and the external hdd).

    (1) Can you plug the external HDD into the left-side USB port after it's booted?
    (2) Can you boot with the external HDD plugged into the right-side USB port ?

    1) Yes.
    2) I don't remember if I tried (or the owner of the shop), but even if it worked it didn't make sense to use usb 2.0. But it did it with the usb 3.1 type c.

The problem is that this particular left side USBA3 port is also special power-off charger port, unlike a normal USBA3 port. Accordingly, I would avoid keeping anything plugged into it off-line except a USB charger. Jack E/NJ

Both generations are same (including offline usb charger port)

Not all USBA3 ports support off-line charging.  I only plug charger into it when machine is turned off. Jack E/NJ

I mean SF314-51 and SF314-52 have both the same ports and features. And the issue persist even with usb 3.1 type c.

Yes SF314-51 and SF314-52 have similar ports. What is plugged into USBC3.1 port when system won't boot? Jack E/NJ

The external drive with a USB 3.1 Type C active adapter (with USB 3.0 Type A, USB 3.1 Type C only for charge, and VGA port).

    Let me try to summarize
    (1) Machine won't cold boot (or re-start/warm boot?) when any device is in either the USBA3 or USBC3.1 port.
    (2) Once booted, both ports work fine with any device.
    Is this correct?

    Yep, exactly. Even re-start/warm boot.

On a cold boot, can you still access the BIOS menu with the F2 key when a device is plugged into USBA3 or USBC3.1 ports? If yes, do you see any any difference in the BIOS Info or Boot tabs with and without a device plugged in either port? Jack E/NJ

No, the laptop doesn't power on when the device is plugged (just like there isn't any power source).

Does your BIOS menu have and Advanced tab? If yes, do you recall if it was factory-installed? Jack E/NJ

I never entered BIOS menu, it was factory-installed. Never updated because it was already latest version.

Please F2 and check BIOS menu for an advanced tab. It might have USB options as shown below that likely relates to this issue. Jack E/NJ

I don't have it anymore as I said at the beginning. The shop where I bought it decided to change the laptop with a new one because he could't fix the issue.
