Just signed up here looking for a fix to the same problem
(after a total HDD fail & clean re-burn of plain vanilla Win 10 - no factory recoveries for me)

The 3 sec press works but it scares me that it might do a crash stop
Ridiculous to code something so unique to this BIOS.
Will waste hours of time chasing non-faults by semi-experts like me

    - But there IS an up-side to my story...
I discovered BIOS was at 1.02 vs current BIOS is 1.14
and I can return the laptop to its owner with confidence it's up-to-date

If the hold press power button function is not working then follow my steps
    1. install acer quick access if not installed
    2. open the power button option in acer QA
    3. close the app
    4. now open task manager and find epowerbutton_NB.exe and set the priority to real time
    5. close task manager
    6. now go to power button function in Control panel and set every option to do nothing
    7. now hold power button for 3 seconds and you will see the option windows appears
