ya se soluciono hoy en la version de software Adrenalin 2019 version 19.6.2 ESTA ERA LA SOLUCIÓN Y NO EL REINICIAR NI ACTIVAR / DESACTIVAR , SOLO AHORA CON LOS DRIVER NUEVOS 

No funciona ... debe haber algún error en los driver de acer o de windows hay otros foros en los que mas gente con el mismo acer aspire 3 tampoco les funciona en la nueva versión de windows 1903

olvide decir que es un Aspire 3 A315-41 ....

I buy the day April 2, 2019 the model Aspire A315-41 (in Chile) ryzen 5 2500u, ram12gb, hdd 1st in first boot and winsdows configuration all ok the cpu 2.1 and 3.6 peaks.Let it finish loading battery and update windows and turn off and back on with 100% battery and without connecting the charger the cpu was fixed…
