Since you say after stopping the mouse, cpu usage falls, To isolate the issue, try disabling Synaptics touchpad altogether & use a good old mouse with standard win driver. I find in my acer V3 772g also, the Synoptics driver utilizes much CPU, though its not as high as yours. I read in another post about removing synaptics…

It's a possibility that in battery, only the Intel graphics card is enabled hence the FPS comes down. For the nVidia GTx760 to run, you need regular power. Once power is back, you need to set your game to use the nvidia as I understand switching may not be automatic.
