also when i charge it it turns blank red then blank green

no it didnt word also when the lights green. i try to power it on but it blinks for a 2-3 sec then turns red. i remember I got it to turn on but cant do it again

when its fully charged and when I try to turn it one is binks and then it turns red I don't know why? I remember when one day I got it working then the next day it was dead so I recharged it in one it's blinking for some reason.
