Try to turn off turbo boost, it would really remove all the heat. Sadly not, as the system is not taking full advantage of the gpu. Nonetheless, it’s performing as if it’s on windowed screen mode which dwindles performance 

Nothing, but all I know is that GPU is performing the same both on windowed and fullscreen which it actually shouldn't do that. Same USAGE does that suggest something? Cause before, always in Windowed my laptop performs with a lower fps

I’ve noticed that my GPU usage is the same in windowed screen and in full screen and I get the same FPS as in fullscreen

Thank you for your time, but I don't think this has a solution. So I will give up on this and try to use it with the downgraded performance that is utterly disgusting lol. I really appreciate your time thank you sir.

I really don't know where this is going, but would downgrading to windows 7 or 8 make things worse?

Alrighty, we can take Rainbow six siege. I've re-installed it again and it used to have High FPS/GPU usage Used to have 120+ Now 60-80 maximum Same settings preset.

Have you tried undervolting your CPU? If not, try the following: Download Intel Xtreme tuning utility https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU-.
