my hdd went out on my aspire 7750 laptop and i installed a new one, but when i went to use the back up discs that i had made when i first got the computer totaling 4 discs the 4th one would only go to 77% complete.  It would hang up after reaching this point.  i have tried it several times with no luch getting it to finish.  i asume the disc has a scratch on it and that is why it wont finish.  how do i install the operating system on the computer withou them?  i had windows 7 , and would like to know what i need to do to get the computer back in operating condition.

Since you don't have a Windows 7 disc, indeed things can grind to a halt. One idea is that some optical drives are particularly picky when it comes to light surface scratches and other anomalies. Do you have another computer at your disposal? I'm thinking you can transfer the contents of the questionable disc to the computer and burn off a new copy of said file contents. It is also quite plausible that there is some file corruption on the back up disc. Perhaps give the disc a look over underneath a light to check for deep scratches or even fingerprints. A freshly laundered microfiber cloth and a huff/puff of air is usually sufficient to clean the disc surface to ready it for an inspection.
