I am trying to upgrade from HDD TO SSD.

I've created a BIOS password to disable secure boot.
Setting is on UEFI and so is the USB boot drive set to UEFI GPT
Pressed F12 and selected the USB stick, it goes to a black screen and then back to the F12 Device Boot Screen.
With the USB device no longer listed.
I've tried all USB Ports.
I've even tried Legacy mode in which I get the windows screen with artifacts all over it and it hangs forever.
I've tried a fresh install to the SSD using my desktop and windows just crashes when put back in the laptop.

I tried a windows 10 version (1903) and it booted from the USB fine
But that's an old OS build.

Sounds like there may be an issue with that flash drive. You could go ahead and do the 1903 install, then update to 20H2 or flash the 20H2 image on the older thumb drive.

    I tried many flash drives.
I believe it to be the latest bootloader of windows that the laptop's BIOS does not like.
But I have installed Windows now and updated to 1909

That is so weird... There shouldn't be any issues with booting any of the Windows boot loaders.
