Good morning, Still getting used to my wonderful Aspire 5, any one know how I can disable the Usb 3 port power when its laptop is off, doesn't this drain Battery power? Windows tech didn't know.

First you are right, for example if the laptop is on charger then charging the cellphone by USB port does not cycle current from the laptop battery. The current comes from the laptop charger and only slows down the rate at which the laptop will recharge.
It will not harm it at all, again for example charging a fully depleted iPhone from the laptop battery will take about 1/10th of the laptop charge.  or 1/10th of a discharge cycle. You may do it when travelling for convenience or emergency but not every night when at home.

Some models has USB 3.0 featuring power-off USB Charger port. This USB port has a battery symbol and is located at the left side of the device next to USB Type-C port.
Please check if your device has the Acer USB application.
Also, Open Acer Quick Access software (if pre-installed in your system) and turn off the charge on USB option.
