Helios 300, geforce RTX 2060, error code 43, nvidia video card stopped working

Hello guys,
I was playing one of my favorite games and it crashed and the nvidia card is not starting anymore. After the crash I checked the device manager, and the Intel(R) PCIe x16 controller is reported some errors together with the nvidai card. After a restart  there was no reports from the controller, however the nvidia video card could not be started for some reason. It says error 43 in DM. I have reinstalled multiple times the drivers (with display driver uninstaller tool), windows, but it's seems to be not fixing this problem.  

Checking the rtx 2060 event log I see this message:

Device PCI\VEN_10DE&DEV_1F15&SUBSYS_14421025&REV_A1\4&3a6fd219&1&0008 had a problem starting.

Driver Name: display.inf

Checking this with the PCIe x16:

Interestingly, when I disable and reenable in device manager the card, it's appears to be working, but the nvidia control panel won't open. I have checked the nvidia control panel's log files and it's says it cannot find any nvidia card. After restart the error code 43 comes again. 

Do you have any ideas how to fix this? :(

    The default windows driver and the bios can start the gpu showing it's gpu frequency, I may have to mention that this disaster happened after I changed the power setting in nvidia control panel to the best performance for the nvidia card and used turbo button. I hope this ***** expensive laptop should not die from this...
