That's not very low isn't it? Are you using your computer while it's charging?

I am using my laptop while its charging yes at 100%. That is very low, a GTX 1660ti (Moblie) can easily push out around
     300FPS on all low

I do not have an option to chose Hybrid mode (On or Off) in Nitro sense.

Okay, first things first. 300 fps in Rainbow six siege is not possible. There's a youtube channel "Jarrod's Tech" which is a very reliable source of laptop reviews. He tested several computers with exact same specs as yours, and he got like 193 average fps on all low with Rainbow Six Siege.
That said, he got like 122 average fps on ultra. So 80 fps is not very satisfying.
First things you should check - disabling hybrid mode if possible - it drains fps by processing data again through the software.
Then make sure you have all the possible settings set to highest performance, and not some weird energy saving.
You should also monitor temperatures. If your laptop is getting very hot it will throttle and CPU/GPU performance will decrease, reducing your fps.
If all of the above are OK, then contact customer service.

And the final thing - You have either 60hz display or 144hz display. That means you will be able to see max 60fps and 144 fps respectively. Display refresh rate is the maximum fps you are going to see on your display, unless you use external monitor with higher refresh rates. While I don't think you should pay less attention to your issue (because it can mean that your particular unit is faulty) I also don't think you should prioritize higest possible fps scores. Try enjoy your games as they are since even 60 fps is perfectly smooth and playable.

Hard to tell since I don't own acer nitro. I just checked on jarrod's site and he stated that acer nitro does not have the option to disable hybrid mode.

A quick thing that got into my mind - check if you play on fullscreen or windowed. Fulscreen has higher fps. Then click on battery icon in bottom right corner and check if this is set to highest performance. Finally - check if your GPU drivers are up to date. I got that same GPU on my laptop and I know it came with drivers outdated for months.

Other than that check if the game is using integrated GPU or 1660ti.

I've got the same CPU but 9300HF - the one without integrated GPU. I don't play rainbow six so it's hard to tell.
