Very very low FPS in any game when plugged in Acer E5-476g-38mh

I get around a 60-80fps in a game then when I plugged in my laptop it goes to 6-8 fps. My drivers are updated and I'm sure it's not thermal throttling cause when I unplug it whether low battery or near full it goes back to 60-80. I've checked all the advanced settings in the battery but theres nothing there that seemed odd. I've changed the Nvidia settings it didn't work. The CPU & GPU seem to lock at 40% for some reason.

Acer e5-476g-38mh
i3-7130u 2.7GHz
Nvidia MX150
128GB NVME SSD + 1 TB HDD

    Open ControlPanel. Search 'power plan'. Click 'edit power plan' in left pane. Make sure plan is either balanced or performance. Then click 'change advanced power settings' Scroll down to Processr Power mgt max performance state. Change to 100% on both battery and plugged in. Jack E/NJ

    Yes. It has an NVME M.2 Slot besides the RAM compartment
