acer aspire v3-575t-7008 powers up the fan spins then stops no boot w/ blue lighton

I have tried the following with no results.  The blue light stays on the fan powers down and nothing kicks on including the HD. 
- replace CMOS battery
- replace regular battery plus have tried to power on with just power without battery
- replace RAM memory
- replace HD
- press the only little black button on the motherboard don't know what it is for though
- reset the cable from the lcd to motherboard
- Bios v1.04, i7-6500 CPU@2.50ghz, win10 pro
Any advice?
I have read the different solutions on the thread but no results.

    (1) Did this happen suddenly for no apparent reason?
    (2) Press and hold the power button for 5-10 seconds. Then press&hold the F2 key. Then try to turn it on again. Any BIOS menu visible?

    yes it happened with no reason just the screen went black and the blue light stayed on. 
    No bios menu available. F2, F10 or Del does not take me to bios. 
    Keep in mind that i have opened the laptop and checked all components including the battery , replaced CMOS, checked cables to the lcd display.

    Have you tried to HDMI out to a TV yet, pressing the FN+F5 combo to try to toggle the TV screen on? Jack E/NJ

    connected to external but nothing shows on tv

    The black button is probably a spring-loaded normally off safety interlock that cuts all power to the mainboard if the cover is removed, misaligned or otherwise not pressing hard enough against it to keep it on. Some folks have taped spacers to it or the cover to press harder against it when assembled. I'm not sure if that's the issue here though since the fan seems to kick in then off.

    About all I can suggest if the interlock isn't the issue, is to start removing or disconnecting accessible devices on the mainboard one-by-one to see if anything different happens. You already tried the battery pack so probably start with the fan just in case it's drawing too much power and tripping the mainboard off. If still no, joy, reconnect the fan, Then remove the RAM module. Then the HDD. Then the LCD cable maybe with HDMI to the TV to see if there's a screen. Jack E/NJ

    tried doing one-by-one no same reaction, took it to ubreakfix and they checked and came back as motherboard went out, could be the CPU they are not sure. The advice was to get a new laptop :'(  Just wondering does the CPU goes bad by itself?

    Any advice for a new laptop within $1000 w/tax, usage would be video conf for teaching with multiple apps skype, manycam and zoom at the same time, video editing that I have recorded for students, doing research work on the internet with at least 15 Chrome instances open, ppt and adobe work with office 365.

    No. Usually not the CPU/GPU or any other integrated circuit chip on the board. However it's their solder ball connections that may be causing the problem. They can crack or lift off the bus and printed copper traces.

    So at this point you seem to have nothing to lose by trying a full mainboard solder reflow as a last resort. Basically, you strip the board of all removable devices, cards, fans, heat sinks & cables. Then place it on a cookie tray or aluminum foil sheet. Then bake it for about 15 mins at 425-450*F in a pre-heated toaster oven.
