why is the bottom part of my screen mirroring/echoing the top?

I have had the acer predator PH317-53 helios 300 17 inch version for a few months now, i usually use it at 144 Hz, but i remember using it at 60 Hz for a bit when i had got it. I had no problems at the time. Recently i have noticed that whenever i switch to 60Hz the top inch or so of the screen is visible (flickers) at the bottom. This happens in games as well, but it did not happen in safe mode. When i switch back to 144 Hz there are no problems at all. This problem also occurs if a game im playing has a 60 Hz display option. I tried updating and reinstalling the graphics drivers but to no avail. Also when i take a screenshot it appears to be fine. Any solutions? At the bottom of the image you can see the cursor and a bit of the address bar of the internet browser.

    also just realised, that at max /near max levels of brightness the problem disappears, when i bring it back down it reappears.
