If I connect my KB/M to my display and then connect my PC to the HDMI and my laptop to the DP connections on the display, is it possible to control each PC through the USB ports on the display itself or do I need to get a KVM switch?

I believe you will have to get a KVM Switch or some device that handles the USB separately. However you can probably plug the USB upstream port from your monitor to the switch to then handle the switching between the two devices.

The reason is HDMI does not provide any USB support.  It is only used to transmit video and audio during the video blanking period.
If you check the back of your monitor you will find a USB Port that goes to your computer without that, the usb ports on the monitor will not function.

Alternatively you can connect your keyboard mice and even a pair of usb headphones to a USB 3.0 switcher.
The one I use at home is
USB 3.0 Switch Selector,ABLEWE KVM Switcher Adapter 4 Port USB Peripheral Switcher Box Hub for Mouse, Keyboard, Scanner, Printer, PCs with One-Button Switch and 2 Pack USB Cable
As a courtesy here is the link to Amazon: https://www.amazon.com/Selector-ABLEWE-Switcher-Peripheral-One-Button/dp/B07TS5JNT3/
You can try other vendors as well.

Yeah, you are going to need a KVM in order to share the USB. The monitor only has one USB type B connection, and it only goes to one of the computers. Any peripherals plugged into that monitor will only be accessible to the one computer. To use the keyboard and mouse on different computers you have to switch them from computer to computer, and that's what the KVM gives you. It also puts both computers on the same video port, so they'll both be HDMI or both DP and you won't have to try to manually change the source input any longer. I've got a four way that sits on my home server, the W10 system used to backup the home server and a NVR that monitors my cameras.
