Aspire A3 stucked on Acer logo screen after unsuccessful installation of Windows 10

Hi everyone,
My sister has an Acer A315-21-90VF
AMD Dual-Core Processor A9-9420
AMD Radeon R5 Graphics
12 GB DDR4

It was very slow and full of files and softwares for years and she told me that, in the last month, sometimes it gave her "no bootable device" black screen.
I decided to format it and reinstall Windows 10 home. I used the media creation tools to create a bootable USB with the os. 

Everything was fine, I formatted and deleted all the partitions and created a new ones but, when it was installing Windows, suddenly it gave me this error:

"Code error 0x800701B1

Windows cannot install required files. Make sure all files required for installation are available, and then restart the installation."

So I cancelled the installation process (I could do nothing but this) and the PC restarted but, with that, nothing's happening now, just the logo screen.
I just can turn on the PC but it stucks on logo screen (only the Acer word displayed, not even the tagline "Explore beyond limits" or the loading circle). If I press F2 for the bios, nothing, either F12 for the boot menù. If I insert Usb (with a new Windows 10 installation) It doesn't start in any way I tried. I only can turn off the PC or restart with alt+ctrl+canc combination.

I tried to reset the CMOS battery with a pin in the hole on the back.
I even tried to use the HDD as an USB external HDD on my pc and reinstall Windows 10 on it, and It worked, but in my sister's PC nothing has changed.
I tried to remove the 8GB RAM and the hard disk, turn on without them, but nothing, only the Acer screen.

What can I do? Is a software problem or could be a hardware type one - the motherboard -?
