I have tried rolling back NVIDIA drivers, making sure its set to NVIDIA graphics card by default, temperatures are right, I have upgraded the ram to try and see if that fixes it, and even reset my computer. I don't know what else to try to do to fix it. It is dropping from 60 fps to less than 10 even when I am standing still in game.

Download DDU(display driver uninstaller) then boot in safe mode,
    Run ddu→select GPU→clean and restart
After restart you will boot in normal mode, now disable your antivirus and pause window update

Download and install nvidia software from my link,in browser page select you gpu and download game ready driver
After downloading install and restart your laptop

After completing all above steps. Open nvidia ssoftware add your game.exe file in 3D settings and set high performance nvidia processor

Btw, make sure high performance(AC) powerPlan is selected

Now you can launch your game

I have done that already on top of attempting to roll back the driver version

Follow my some steps that i personally use
1)Open nvidia control panel and make sure vertical rate is off

Launch NVIDIA Control Panel > Manage 3D settings > Global Settings > Vertical sync > off

2)Open nvidia control Panel > Manage 3D settings > Select a program to customize > Power management mode > Prefer maximum performance

    3)
Disable gaming option in Windows 10 which is available in the settings. Go to Settings > Gaming > Gaming mode, Xbox, turn off the options

    4)
You can turn off Full Screen Optimization. To do this, find the exe file of the game, and then Properties > Compatibility > Disable Fullscreen optimization.

5)click on window icon search cmd and open it as administrator then type

    sfc /scannow

After completing this command restart your laptop and play game
