Having trouble with turning off Turboboost (Acer Nitro 5 )

I have Acer Nitro 5 (AN515-52) and due to overheating issue(temps in 90s) I tried to turn off TurboBoost by reduce Maximum Processor state to 99% on High-Performance power plan but literally no effect on temperature it still in 90s and cpu clocking unnecessarily to 3.9GHz even on Idle conditon. I don't think Turboboost is off. Is there any other way turn off Turboboost or am I doing something wrong ?

    Hi,
    Have you tried the Balanced plan in Power Options? If not, give that a try and see.

    Yes I tried on Balanced plan by reduce Maximum Processor state to 99% and temps goes to 50s and 60s and cpu clocking not more then 2.2GHz(not enen in stress test) but in this state every process get so slow and when I tried to start a game which usually takes15-20 sec to start and now it takes 50 sec to start and frames drop by almost 33% (60fps to 40fps) and games lags a lot. is this normal like In Balanced switching max processor state to 99% cause cpu to run always below base speed.

    Like right now when I'm in High-Performance power plan (with reduced Maximum Processor state to 99%) and my cpu utilization is below 5% and still cpu continuously clocking between 3.85-3.95GHz for no reason, like who is using this speed ? I checked in task manager/intel XTU/HWMoniter all are showing cpu clocking continuously at 3.85-3.95GHz even for 1% cpu utilization. Is this normal, why my cpu overclocking continuously for no reason. is this the reason for excessive heat generation for even for low usage.

    Please wait for someone else to help you, I have run out of ideas.
    I just want to ask since you have so much experience and provide so many solutions to others, have you seen anyone face issue like this.
    I'm attaching a graph of 10 min when nothing is running totally idle condition like in whole 10 min cpu utilization not goes above 3 % whole time 0-3% utilization but cpu speed is above 3.92GHz all the time. Like literally in whole 10 min cpu is overclocking more than 3.95GHz for only 1-3% utilization.
    other user literally asking how to archive this much speed and here I'm getting this for no reason. 

    Tell me in your experience have you saw any user who face this type of unnecessary overclocking issue. Is some process or app consuming this speed and if it is then why no cpu utilization showing.

    Should I reinstall Windows 10 to fix this ?

    I'm confused, which change you want me revert back. Do you want me to set Maximum Processor state to again to 100% or something else. because changing back to 100% or reducing to 99% doing nothing change in heat or clock speed, in both condition cpu getting so hot and overclocked and for very low utilization. so in conclusion reducing Maximum Processor state to 99% doesn't turn off turboboost, that's why I asked is there any other way to turn off turboboost.

    And regarding that thread you mention for overheating, I already tried repasting and other solution provided on that thread still getting overheat issue.

    Try this to turn off Intel Turboboost but first return all you settings to normal including your processor speed

    Tap F2 at startup and enter the BIOS setup and from the System Utilities screen, select System Configuration.

    Then, navigate to BIOS/Platform Configuration (RBSU) > Performance Options > Intel (R) Turbo Boost Technology and press Enter.

    Next, select any of the following setting and press Enter.

    • Enabled—Enables the logical processor cores on processors supporting hyperthreading technology.
    • Disabled —Reduces power usage and also slows down the maximum achievable performance of a system under some workloads.

    Press F10 to save the changes and exit

     I don't have advanced setting in Bios.
    I'm attaching pictures of all available options in Bios.

    in that case download Throttlestop https://www.techpowerup.com/download/techpowerup-throttlestop/ and select Disable Turbo then save

    Hi,
    make sure that:
    1. Your power option is set to "High Performance"
    2. GeForce Experience is up to date
    3. And most important, Acer Nitro V will automatically turbo boost if your applications are asking for more resources and that your battery charge is over 50%.

    Just figure the last point out in another post regarding this issue.
