Aspire ES15 will only boot to Windows when not plugged in

I think the battery on my laptop went flat while Windows was asleep.
Since then, it will only boot using battery only. When I have the charger plugged in and I turn it on, it goes into a loop with the setup screen.
If I hold ctrl-alt-del I can get Windows to boot but it won’t recognise my keyboard. I can log in using the on-screen keyboard and mouse, but Windows still won’t recognise the keyboard.
However, everything works fine if I turn on the computer using battery only, and plug in the charger once it’s booted.
I know nothing is wrong with the charger as I tried it on my partner’s identical laptop and it booted perfectly.
So far I have tried resetting the battery and resetting Windows.

I should have added that I can plug in the charger once Windows has loaded and it works fine.0
