Acer VX-15591G-70TS CPU Maximal Frequency

Hi i' get some lags in games and browsers, i've checked usage of my hardware na CPU maximal frequency looks like a heartbeat and jumps over 100%, as you can see on image (sorry if i translated somethnig badly), i've reinstalled windows and installed Chpiset, IO, IRST drivers and that changed nothing. Can someone help me with this?

    ResourceMonitor looks normal to me. Do you have non-Microsoft virus scanners running in the background? Jack E/NJ

    No, i've done clean windows install and uninstaled Norton antivirus, you mean those maximal frecuency jumps are normal?

    Yes, I sometimes see jumpiness similar to your's on my machines depending on what programs or apps are running.Did you do a clean OEM install from the hidden OEM Windows factory recovery partition? Jack E/NJ

    I've deleted all the files, but there was an option to clean disc compleatly i didn't use it.

    Well, the hidden OEM partition is usually messed up anyway if the generic Microsoft version has been installed. The problem with installing the Microsoft generic version is that some of the system files are not the same as the OEM version and may interact differently with proprietary device drivers. If problems arise,  it's usually best to install the OEM factory reset version, then make sure SystemProtection is turned on, so that any Win10 updates that cause issues can be easily reversed and temporarily blocked until future Win10 updates address the issue.     This could be caused by overheating due to the thermal paste drying out. You might want to consider re-pasting the heatsinks with a high quality paste like Kryonaut or ArcticMX4.  Jack E/NJ

    The temperature looks fine below 80C, can you take a look on this hd tune test results?

    I must ask this question again. Did you do a clean install from the hidden OEM Win10 version factory recovery partition? Or did you use the Generic Win10 version using Microsoft's Win10 installation media creation tool? Jack E/NJ

    I think i just figure It out, i have wallpaper as slideshow and 1.5gb of wallpapers, and set it to change every minutę, i turned it off, since then works fine, so it looks like it was entirely my foult, for now i can just say thank you all for help, and sorry to bother.
