Yes, a factory install. But, before connecting to the internet, make sure ControlPanel's restore point app is set to ******SYSTEM PROTECTION ENABLED******.  Then when the offending Win10 updates cause the problem again, they can be immediately reversed with ControlPanel's restore point app and also temporarily blocked using Microsoft's hide Win10 update tool https://support.microsoft.com/en-us/help/4026726/windows-hide-windows-updates-or-driver-updates

I will do so later this week and see if we can pin point it, but the only problem is that I cannot keep avoiding windows update as the OEM version of windows is very outdated compared to the newer versions.

I will revert back, thank you

That is why SYSTEM PROTECTION must be turned on from the OEM installation getgo! It can help pinpoint the troublesome Win10 update that is screwing up some (but not all) OEM system files that should NOT be touched by the Win10update. The OEM system date is irrelevant! Jack E/NJ
